The Superior Court of Justice of Catalonia (TSJC) has officially applied a partial Laura Borràs pardon, significantly reducing the former Catalan Parliament President’s original prison sentence. Her initial four-year, six-month term now stands commuted to two years. This crucial development follows a government decision.
Previously, the Council of Ministers approved this partial clemency in late July. Ms. Borràs was convicted of misappropriation and document falsification. These offenses occurred while she led the Institució de les Lletres Catalanes. Crucially, a fine and a 13-year disqualification from public office still remain in effect.
On September 3, the TSJC formally confirmed the commutation. They reduced her specific sentence of four years, six months, and one day. The court also imposed a condition; Ms. Borràs must avoid committing any intentional crime for five years from July 29, 2026. This adds a layer of probationary oversight.
Therefore, the TSJC now seeks input from both the Public Prosecutor’s Office and her defense. They must comment on the potential suspension of the pending two-year prison sentence. Furthermore, the court is considering additional conditions for suspension. For example, Ms. Borràs might need to complete specific training programs. These would focus on ethical conduct in public administration.
The TSJC has issued a ten-day deadline for these written submissions. This will allow all parties to present their arguments. The court itself had recommended this Laura Borràs pardon in March 2023. At that time, it deemed the original prison term “disproportionate and excessive.”
Ms. Borràs reacted to the news with a mixed response. She expressed relief that imprisonment is now unlikely. However, she emphasized that her “nightmare will not end.” She seeks a court ruling that declares the entire judicial process against her a “great injustice.”
